CAP Registration: Need to read

Just a heads up, when you sign in for the new CAP system you will have to re-register - no surprise there - but they are not using the Gov't Gateway information which you use now. The BETA version makes you register through an identity verification company (currently only Experian but they say more to come). To register they may ask you some very detailed financial information such as

About your finances
You may be asked questions about:
• your personal bank current account number and/or credit card numbers
– you’ll only be asked for part of your account numbers (you will never be
asked for your full account details). No payment will be taken from your
account.
• when you opened bank accounts (including ones that you’ve closed).
• loan and mortgage details including credit limits, payment amount, the
amount left to pay, who it’s with – you may also be asked about previous
loans and mortgages that you’ve paid off.
• store cards, including ones you’ve used in the past.
• utility bills showing your name and the address being registered (phone,
gas, electricity, water etc).
If you’re not sure about any questions, don’t try to guess the answers. If you
answer wrongly, you won’t be able to continue. If this happens, or you have
any other problems, call Experian on 0344 481 8192.
Once you’ve verified your identity, it’s fast and simple to use the same
company every time you need to access a government service online.


I object to this level of financial detail and have let CAP people know. They tell me there is nothing they can do about it and that's the way the system is set up, so you may wish to make sure you have all this information around you when the time comes in case you get asked. Apparently, I am not the first one to complain about this section but again I am told there is nothing that can be done.

Note also part of the questions may be details of bank accounts you have closed, loans and mortgages you have paid off and there's no option for 'Sorry I can't remember' or 'Don't know'.

Good idea and if they have time and the appetite, they can try, but from what I can gather it is being driven from within GOV.UK. The inference from CAP Helpline today was that the Govt Gateway access would be steadily reduced/phased out in favour of GOV.UK Verify.
The thing that baffles me is that by the time you have got yourself a PI No, SBI No, CPH No. and Vendor No. all of which you have to have before you can do anything anyway, why do you have to go through it all over again.
My suspicion is that they are using this registration process to clean a flawed database, safe in the knowledge that we have no choice but to do as they ask otherwise we don't get the payment.
I may be wrong but having some grey hair and slightly cynical, the bit that makes me grumpy is that by the time we have done all this with Experian, or the others companies they say they will appoint, those companies will have highly saleable databases, verified by us at the governement behest. What a farcical mess. The problem of identification and verification of citizens identity has been ducked by successive governments. We don't even have an ID card system for fear of upsetting the civil liberties mob.

So, here we go, yet another password and login and still any criminal with half a brain could drive a coach and horses through it.

Well, with a spring in my step on Friday I thought I would try out the new BETA version of the CAP IS software. I must admit to have been feeling a slight warm inner glow at having been asked by the RPA to test their BETA version of the new CAP IS software ahead of release.
Sadly however, I have fallen at the first fence and never got there.
As mentioned above, the Govt Gateway is being done away with and you have to sign up with the new Govt VERIFY.
To do this you need to have your identity verified by Experian which I have been unable to do as they claim we have a credit card which we do not have. The first time I tried, I called Experian and the outcome of 30 minutes on the telephone was the implication that they were right and I was wrong and suggested I get one of their reports (£14.99) which would show all the cards we had. I refused to do this. They then said the only option they had was to cancel my account and said I could try again in 24 hrs. I called the CAP IS helpline and l explained my predicament and was told there wasn't anything they could do other than log the problem.

What I fail to understand is that, having got a UK passport - used worldwide to verify my identity, a UK driving licence - used by Police to verify my identity, a PI No., an SBI No., a Holding No., and a Vendor No. as well as a Government gateway sign in, all of which was perfectly acceptable in the past, and was earlier today when I signed in to HMRC to pay my VAT, none of the above are good enough anymore.
Not impressed so far.

@Watty the #like is for the info you provide, and not for your problems. In a way it is a + that those of you who have been selected to trial the BETA service are able to provide the CAP team with such useful feedback, cant say I would be impressed if a company like Experian were seeming to be making something from this though (n)

On the whole I am pretty grumpy about the need to go through the verification process again and the requirement to disclose that degree of personal financial information. I don't do it with any other organisation so why should I be forced to do so now.
To turn it on its head, what was always thought to be the ultimate document to prove ones identity - the Passport - is no longer good enough. In which case what is being checked at all ports, airports and borders and how worthwhile are the checks?

I have had a response from someone in the government this morning.
They have thanked me for using the BETA system and have advised that it is very possible that the information required from Experian relates to an expired or old credit card. (Really - what a surprise!)
They have said they understand that this is not easy and can cause issues, but encourage me to look at my credit report for this information. They advise there are free services available such as Noddle.

We will all be forced to do this people. The farming community is about to get fed through the wringer by this new system with a metaphoric gun to our heads. We either do this or wont be able to access the new system never mind do anything with it.

Seriously though, does it include every partner in the business, or just the main claimant .

I'm writing to my MP about this. It's unacceptable. Changing the system has only wasted even more time and money.

Just to give a bit more background on this issue - GOV.UK Verify is not exclusive to CAP and will eventually be used by all government services replacing Government Gateway (ie. VAT, corporation tax etc).

The CAP system is just one if the first to have to use it.

Currently Experian are the only verification company setup, but there will be more companies coming in the future to give an alternative.

@Guy Smith what has been the feedback from the NFU roadshows from anyone who has been selected to try to use the BETA system
We are hearing of a few issues with the proposed new registration system and we would like to see some urgent progress so that farmers can start to register for BPS ASAP as the clock is ticking. May 15 th might seem a long way away but seven months will pass very quickly if we have a combination of IT glitches, complex rules and farmers struggling with the new system.
There is no need to panic yet but I'm sure I'm not the only one having flashbacks to the carnage Mrs Beckett oversaw.

Experian will give you your life history of credit details for £14.99 and Noddle will do it for free. I wonder how much security either companies put in place to protect the privacy of that information.:scratchhead: What do Noddle get out of it? And why should historical credit history matter? It's a bit like having someone rummage in my handbag. There's not much in there but it feels a bit like a personal violation.:mad:

I've just had a look at Noddle and it would be so easy to "noddle" someone else's credit history! It only shows the red bits though so mine was pretty uneventful :angelic:. Interestingly it only seems to go back 6 years so does that mean the dodgy credit card from student years will be forgiven/forgotten?:scratchhead:
