I believe track layers can be driven on a class F if they are classed as agricultural tractors or more precisely an AMV (agricultural motor vehicle)
Close coupled refers to the axle configuration, not the size of the trailer. It means you can't tow semi coupled configurations (artic trailers on dollys) at 16. Also 2.45m refers also to the width of the tractor also, not just the trailer.
So perfectly capable of driving a 24.5 ton vehicle at 16 ...... But can't drive a smart car
I believe the definition of close coupled is that the distance between the centre of the axles must be less than 840mm which rules out a lot of ag trailers, I am sure someone will be along to deny, confirm this
