And that's when I would be asking the Head of Planning why the original case officer was not dealing with it. As my boss and his wife were both planning officer's (three separate LPA's during their time) we know the protocol is for the pre-app officer to be assigned the full application should it be forthcoming.

it happened here i spoke to the head of planning here was not even familiar with new guidance that had been released whilst the application was being considered and asked me for the ref no to find it,the officers report was factually incorrect regarding housing livestock in a 28 day notice building again i gave him the referencer to the legislation and he agreed he was wrong to report the original consent had not been implemented, 2nd application for same project straight through no problems

I disagree, councils can only create issues if national or local policy can support it. Planning isn't down to the preference of the Planning Officer, he just interprets the policies relevant to the application.

I deal with Planning Officers on a daily basis and the number of times I've heard "I wish I could refuse it but the policies wouldn't support me", even in relation to applications I have submitted!
Must be marvellous there then.
They don't seem to Agree with National Planning Policy here - or follow Welsh Assembly Planning Policy or even their Unitary Planning Policy unless it suits them BUT love to quote and refuse on those grounds when THEY want ?
They are also quick enough to say "they don't DO pre.planning CHATS -as best to put in full application to start with they say !

I think when it comes to agricultural planning matters most in planning have to refer back to the reference material, we certainly do; residential/commercial/industrial planning policy stays the same year on year and is very standardised across the board. When it comes to agricultural it all comes down to proposed use, size of holding, types of livestock, welfare etc etc, it is a minefield that most planners only step into a couple of times a year.

Which LPA is that? Welsh planning department have been frowned upon from above for a long time but I have recently spoken to Ceredigion and Carmarthenshire on behalf of neighbours (I live in Carmarthenshire but work mainly in Kent) and found them very professional and helpful.

they should know there job inside out thats what they are paid for not making default decisions of NO

Anything large House builders put in goes through easily as they got the money and office staff working on every clause and the councils haven't "The so called funds" to fight them too ???

Doesn't everyone need to refer to a book/manual/Google for work occasionally?
Agreed no decision should be made until the decision maker is in possession of all the facts, that is what an extension of time is often asked for. I'd rather give them an extra week to get their facts right than to get a wrong decision.

I wouldn't say easily but I would say smoothly and ultimately it is because they have departments whose job is solely to get the planning passed. We act as such a department for a property developer and I would much rather do 100 domestic extensions than one apartment block, the hoops to jump through go on forever. But extensions don't pay like large projects do and I do like the test!
