Does not surprise me!i know of a former police officer that would buy boxes of ratchets and straps from roups or auctions.for maybe £50 for a dozen or so.
he would then take them to work and wait in the patrol car until he saw a suitable VICTIM.
this person was pulled over advised that they didnt have enough straps for the load and then told they would be charged.however it just so happened that the police had a box of straps in the boot and should a suitable fee be paid they would supply the driver with a ratchetband strap and the charge would be dropped.
OK... OK... I'll just buy some new ratchets!

10x 10m 5t strap with standard claw fitting
Was £90+vat and £15 carriage.
If I remember correctly ratchet tails were £3 last time I asked, brought complete ratchets instead.
