I know that an FBT can say anything within reason (as I think @Brisel says) but would it be normal for the tenant to have a break right with the appropriate notice?

It depends on what you negotiate ultimately. How long is the duration? I’ve not seen any break clauses under 5 years but there’s no reason not to have one if an unprecedented event might happen.
