Had you rain overnight, was it outside?
Don't rule out the cooler completely, if unsure can you bypass (join the coolant pipes) to test?

No rain overnight, definitely came from the radiator through the block into sump. Disconnected the water pipes to cooler and tried to blow in one pipe while holding the other closed, no air leaking out anywhere. We thought of every other possibility, but nothing makes sense.

And it leaked after you took the heads off, so it wasn't the other gaskets.
Unless you wanted to drain the block and throw a bit of diesel in, in our experience it will find a leak better than water.

A leak like that would do your head in ..........

Would the old gaskets be temporarily reusable, including the blown one? If you lightly coat both block and heads with something like a cheap silicon mastic and together with the old gaskets, bolt the heads back on again Just a light smear of sealant so as not to have any go into the oil or waterways..If you can't get a proper pressure tester, you could make up something with a foot pump or turn the pressure away down from a compressor and air line. Just don't exceed 12-15 psi.You don't want to burst the radiator! I think a pressure test is your only way forward now.

Okay, so we put the old gaskets and heads back and pressurized it - found the leak. It was one of the o-rings. Took everything apart, knocked sleeve out. One of the o-rings is broken, but there is a lot of pitting around where the o-ring sits. Can it still be used like this?

I haven't priced a new one from the local Deere dealer yet. But it'll take another week to get here probably. Neighbor has same tractor that they overhauled engine recently, going to see if I can't use one of his old sleeves. Should probably replace all of them, plan is to put new rings and bearings in it then as well. Just don't have the funds to do it right now.

dont worry about rings and bearings if its not knocking or breathing
get the liner of your neighbour but you will sometime need to do the rest

thing is its had no antifreeze/inhibitor in it thats why its rusty
the other 3 liners will look the same

could you get that 1 sandblasted clean to inspect it?
Probably poor quality water in it too. I'm sure they all will look like this one.
The liner doesn't look too bad overall, just that one place where the o-ring sits that bothers me. I'm worried it will not seal properly and leak again. Could I chance putting a little silicone there?

Great you found the problem .........
Is that a crack in the O ring groove?

Stay away from the John Deere dealers and go Zetor, at least half the price for the same parts.
Good secondhand liner, get you going quick or take your time and do a proper job, while you have it stripped?
Did you consider pulling the other liners out for inspection, easy for me to say?

Do you know anyone sh!t hot at welding, preferably TIG?
They could build it up quietly and dress it back for now as temporary fix

Unfortunately no Zetor dealers in South Africa, I'm probably lucky JD even carry parts for these. When you ask the JD dealer mechanics for advice they tell you they don't have any books on these anymore, try one of the other branches.
I'll see what I can come up with at the neighbors parts, if I'm lucky he may be able to help. If not, I'll see what other plan I'm able to make.

Are we welding it or silver soldering / brazing it?
The lower temps might just work .............
Just might be a tad hard to start

Some lads on a budget (and for themselves) would try liquid steel.
I hear a lot talking about building up the block with it (first O ring gone porous only) with good success?
And no heat involved ............
