does anyone know of a machine or solution so I that can put seeds into a bag that can be man handled like a bag of osr, and preferably stitch the top up?

Spud growers use a stitching machine when doing bagged spuds. Walthambury do a small conveyor with a stitching head above it so you run the bag stood upright through the machine using the conveyor. Google should help you out.
