Much of the various actives used by the USA in Vietnam, termed agent Orange were purchased from across the world causing a world wide shortage. Italy was one of the biggest producers of these materials and of course had its own problems from Dioxin.I can still remember 2,4,5T being sold as Brushwood killer, years after Vietnam had been defoliated with it (Agent Orange) and it had been banned for farm usage.
Because it was not the 2,4-D or 2,4,6T that was the problem with Agent Orange, it was the impurities in it, Dioxans, that caused the problems. The Americans could not be bothered to purify it to a high standard just to dump it on some jungle containing Vietcong.
Guy along the road got a new sprayer this week, he's spraying rushes etc on his farm, but l can bet he's not got a licence or what ever you need to use it or does grandfather rights still count if its only used on your farm.

Why did you not simply do a proper PA 1, 2, 3, 4, 5, 6 course instead of a pretty poor, IMO, substitute? Then there is no issue with insurance or application or simply doing the right thing. Seems like the chemical sellers need a kick up the arse. Yes I can buy a loada stuff using my holding number but I did a heap of PA's a while ago. It was fun and informative and I'm a better spray applicator for the course.
I'm using my quals again for insect infestations so they are a useful tool in the box.

There are plenty of laws out there that the authorities don't enforce (and in 99% of the cases never intended to) because they are using them as a safety net.
SFP/BPS is in the same league -- they give you money so they can take it away if you're naughty. Far more efficient than trying to sue/fine someone who doesn't have it in the first place.
For these laws, you're only guilty if they catch you and they won't even try if you behave reasonably. Ever driven 65mph in a 60mph zone? It may apply in towns but not where the traffic is light or where there isn't a problem.

You can easily buy this from he internet. I have done this a a few times in 5l drums. No body has ever asked to seem my PA1,2 and 6. I use it for our local rec ground.
