No it;s not.
The cottage has a maximum occupancy, and the facilities refloect that - as does its price.

They did - for X number of people. Not X x 2 or 3. All using water, toilets, leccy etc.

Yes you can.
But the maximum number for a property has to be on your booking form, in clear English. And stick to it.
And yes, if only a couple had my cottage, which slept 8, then a small discount was given back as a gesture of good will.

Yes and yes. And yes some do take the pee. Sad really. (23 years in that game - I could write a book)
It’s fine if it’s says max numbers and they exceeded that there in the wrong but if no max numbers there taking the pee but not breaking any rules

Ignoring most of the 'can they, can't they' debate, if someone rented two or three bedrooms from us (mentally that's 6 pax max excepting a baby or two) and then turned up with two camper vans, that, which ever way you dress it up is outside of what is reasonable and expected, I would be well upset.

Alter your terms and conditions - it won't affect those that are genuine - and those that are making a habit of 'trying it on', 'taking the p8ss', whichever way you dress it up, will no longer darken your doors.

IMO you don't need people like that. full stop.

We have a new campsite and use Pitchup, which has been mentioned on here before. They lay down quite heavy handed but reasonable rules which you decide on. I am quite embarrassed sometimes when people ring up very apologetic and say they can't make the 8 o'clock deadline for arrival, as they're caught in traffic etc. So far we have not encountered the '1%' but I'm sure our time will come.
