MF675 PTO won't stop

Hi,

I have been rebulding a worn out MF675, rebuilding to cab, the front wheel drive, clutch and more or less everything on the external side of it.
Yday was the big day and I was going to use it to drill some holes for poles, but then i discover that the PTO won't stop when the engine is running.
The lever under the cab moves, but it seems to have no effect on the PTO. It just keeps rolling

Any idea what can be done, what to check etc?

Does the PTO have any power when turned off or is it spinning lazily?

I do not see any difference whether it is on or off. It just turns with full power.
How much of a task is replacing or fixing the PTO stack?
Do I remove the gas tank and open the lid where the PTO arm goes in?

Put something on it that will stop it when the engine is running , mower , muckspreader, and that should stop it , then engage it and see if it powers up .

I put an 30 inch earth auger on it. It always turned no matter what. I did not dare to dig a deep hole fearing that the tractor would start turning around it if it got stuck

@MF-ANDY ?
Just missed seeing your reply.
Can't be that difficult to get to PTO clutch pack , once you've split it, is it?
