The tyre manufacturers have data tables with this information. There'll be recommended and acceptable rims for each tyre.
For example, Michelin recommend a 16" rim, but 18" are also acceptable, for the Agribib 2.
The originals are cbm. Price a few CNH dealers first, prices can vary considerably between them. If you want genuine make sure you tell them that, some stock an economy version that they buy in from the aftermarket supplier.

As far as I know the same rubber donut is used to drive the hydraulic pump on a David Brown 1390, it uses ⅜unc x 2¼ bolts. Shouldn't be that difficult to measure a few bolts though.

Legislation states that sludgigators must not be used. If you're reported or caught you'll get a visit. Once you're on their radar they'll keep an eye on you.
I agree that you can't have them swimming in it, you have to spread it or export it. Blowing it over the hedge isn't an option according to the powers that be.
Guessing the 16.9r38s are on the 1690? Would duals benefit it much? From what I remember of a neighbour's 1594 those 2wd 6 cylinders were nose heavy so the front would still be leaving it's mark even if the rear is treading lightly.
