could they dig up the land drain and replace it with an open ditch? better for wildlife and any blockages will flood the woodland not back up a drain or at least be easier to identify and clear.

Interestingly amongst my friend group of young farmers, government policy never comes up as a complaint. It's always the problem of getting access to land that is the issue.
I can think of three brand-new dairy farms near me. Other small dairies are going out of business but the land is being farmed by someone else, so total productivity is the same or increased.

All I see around here Shropshire/Powys border is increased production: brand-new dairy farms and existing ones increasing in size on top of all the new poultry sheds that were built in the last 15 years. Any productive land that comes on the market is very quickly snapped up for silly prices.
