you could always put a line of razor wire on the top of fence (so long as above 1.8m and signage ) if there is a real issue with unwanted guests. Its legal and is the ultimate deterrent to would be climbers !!
There are some really good steel mesh panel systems about that are pretty secure vs. palisade and can be either bolted to slab or set in as you wish?

Sadly not .....however, the way I would look at these things is that there is a shared responsibility and liability . If you as the client /site owner do little to reduce your responsibility then the greater the risk/liability if things go wrong. If you can demonstrate to both HSE and insurers...
From our perspective there are essentially 3 tiers of supply of buildings to farms:
1. supply building only- ie no erection/cladding included ( farmer to sort )
2. supply building and offer names of sub contractors farmer can appoint directly ( we rarely offer this)
3. Supply building and...
Sorry but my OP is not about politicians or unnecessary legislation , its about protecting the safety of people you have on your site and protecting yourselves from those that would take risks in return for a lower price.
If farmers are happy with "cheapest gets it" as a basis to place business...
We have construction line gold which is a requirement for almost every council or Govt body. Some may consider it BS but it focusses behaviour and ultimately strengthens the culture in a business. We have never been asked for it by farmers but the culture is there so everyone benefits...
Unfortunately not, but you can get greater peace of mind by appointing a contractor who is actively focussed on keeping their guys and others safe and who has safety at the forefront of their offering.... rather than risking safety as a way of winning more business.... supported perhaps...
We do more that 70% of our business in the industrial sector and you wont get near a site without confirming RAMS,H&S training, machine driver training and the list goes on!
I fully accept you may not have the time or inclination to go to this level ( even if HSE would prefer you did!) and...
