Fully agree with David - If the 3 criteria of Planning Application, Grid Offer and Landowner Consent was not in place by midnight 22/07 then as things stand there is no guaranteed payment mechanism under ROC's and therefore difficult to understand the rationale.

It's difficult to advise as the returns are very much dependant on the size of system. As you are a low user you it would not be worth you looking at export limitation so you really need to know what Western Power (or possibly Scottish Power) will allow.

Exfarmer is right but most electricity companies are insisting on an EPC where there is any ability to change the climate (hot or cold)
My advice would be to ask the installer to do an EPC modelling exercise to be certain that with the PV the shed gets a 'D' rating

If your system is under 50kWp you need an EPC for a relevant building and that EPC must reach a level D - Or you need an exemption on all buildings supplied by the Solar array - In my experience you will not get this as you are heating the sheds and therefore need an EPC.
