We hadn’t used the machine since it was checked over by the dealer. Surely everyone knows when you buy at auction its buyer beware. You never know if something is working but you pay what you feel you can risk

We submitted a NIL return. Under the new rules we have been charged. It says they charge you the high rate if say we used it for irrigation. However if we didn't have crops near this river this year can they charge us the high rate if we didnt abstract any or have crops close by?
