I know its boring but storage would be my 1st thought, try 20 of them indoor flatpack wooden containers to test the water. That way your audience is far wider then just targetting the soldiers.

What about a crossfit style gym? Lease it out to trainers and take the risk away from you?

yes a trampoline park is definitely the flavour at present and has been for quite a while, we looked in to this and you can get a loan if required for this type of activity very easily, every major town is getting one or two or has already got one. but roof space is the limiting factor unless you want to lower the ground level by a meter. the building we were looking at was 22000square feet in size but it did not need to be that big.

Based on my experience of visiting Colchester regularly in my twenties, are you able to divide the building into 3 self-contained units:
1- Licenced drinking area
2- Brothel
3- Boxing Ring
The people living in the centre of town will forever thank you. Planning permission might be a problem though!

Failing that, have you considered offering it to the Russians - I'm sure you'll get a very good price.

Joking aside, my recommendation would be that you speak to some of the senior people at the garrison as they might be crying out for something - it could be anything from a specific training centre to a storage facility - you never know what they might want. Better to carry out a bit of market research with your intended clients before making a costly guess....
