Payment timings for Mid/Higher Tier

Nothing seems to tally up. I contacted NE again today, and they replied saying that they had cleared my claim for payment at the end of last December, and that it's the RPA now holding it up. That seems at odds with the letter @Fergieman has posted above?

we have just been paid our "advanced" payment for 2016 mid tier, well over a year late, but at least we are now seeing signs that things are progressing. Hopefully our second payment for 2016 and 2017 advance will follow soon. Hopefully everyone else due money will start to see it arrive too.
Well ELS/HLS is a little better then that, today I got the 2016 balance payment, we had an inspection on 04/07/2016 and the report landed 2 weeks ago so only taken them 19 months, all fine except they could only find 6m of wall restoration where I had claimed on 29m! I did ask the inspector on the day if he had found everything and he said all seemed in order, anyway they want £690 back and then an equal £690 for being a naughty lad or liar depending on which way you look at it, invoice for said amount came on Saturday and remittance advice for above payment arrived today and they have taken the £1380 off that. I did ring them last week and asked when I was going to be paid and was told that the above had been sent to the RPA for payment and the “advance” 2017 payment had been initiated and they where “hoping” to make payment by the end of the month.
Saw my agent on Monday to get cropping for BPS and where my ELS/HLS options are going and she said don’t appeal re the walling until you have both outstanding payments or it will just put a stop on any payment also I have to ring them on the 28th to ask if payment is on the way.
The thing is I love stewardship, 5 years in we have many more birds, saw my first ever barn owl on my farm 3 years ago and see them on a quite regular basis now, my agent says my ELS/HLS is pretty full on, even the inspector said “Christ you’ve really crammed some stuff on here” and it is at times a bit of a challenge making it fit, the spectre of inspection is always there, pity we can’t rock up to a Natural England office to do an inspection eh!

@Guy Smith Do you keep the RPA brief? I hope so as you know how they operate! I have been told by a nice lady at Worcester I will be paid in Next week!! I will believe it when I see it!!

The environmentle benefits of stewardship are being lost due to an inefficient system

Stewardship will be undersubscribed until the system delivers on time

What hope is there for bigger government departments

The thing is there is a whole host of penalties they can impose at will but we can’t impose any on there mistakes or lack of timely payment, they have there own kangaroo court, it creates another un-level playing field just like the poor 10% still waiting for their BPS, i’m a tenant and one of the questions I had befor signing up for ELS/HLS was what is your record on paying within the payment window like, never did get a straight answer, my payments have been as follows
Due by Dec advance payment
Yr1 Sept
Yr2 Oct
Yr3 Nov
Yr4 Jan
Yr5 still waiting

Due by June balance payment
Yr1 Feb
Yr2 Dec (15 days befor window opened!?!)
Yr3 Apr
Yr4 a week ago

*also a 1 twelfth of a yearly payment was made in the December of year 2 due to making all agreements into 1st Jan start dates and mine was a 1st Dec

As you can see you just have to treat it as a bonus as and when it turns up, accountant not happy either!

Seems to be the same in Wales with Glastir. Each of my payments are a month or two later in the year than the previous one. Started off in December and i'm expecting July this year.

That's the plan.
We met with the RPA last week. They say 95% are now paid. Hopefully you will see something next week. Keep me posted.

I still have not seen anything yet either. I also know two neighbours who as of last week had not received anything, no inspections and no complications apart from having had delayed HLS and CS payments as well.

I will let you know when and if payment comes, any questions and they just say you will get 75% in April!!

I started 1 Jan 2017 and haven't seen anything yet. The RPA are blaming NE, and NE are blaming the RPA. The Countryside Stewardship has fouled up the BPS payment, so I've had nothing this / last year. Anecdotally I think I'm not the only one who has found this to be the case.

This is exactly what has happened to me. I have managed to get the Stewardship payment made but only by getting a contact in Worcester who persevered and over rode the system some how to make sure it went through.
There was a typo by NE of a field parcel that cocked it up.

Which is why I presume I have not received any BPS, but of course no one tells you anything.
