If you don't want to paint over, Dinitrol is reckoned to be good, and easier to apply than Waxoyl. Not cheap though.

But both need to be applied when the substrate is warm, so the material flows into the cracks.

Cheapest option is to spray on old engine oil!

Bonda Rust Primer, which ive found brilliant. Pleasure to apply but does take some time to mature properly! Normally spray without or very little thinners, two coats, one in the morning followed by another in the afternoon so its keyed. Following day I then spray top coat.
