Depends on the supply. Nothing for overflow from another man's spring but it could be a lot if it's to be shared. That could lead to the first owner being left without, so that risk needs to be factored in. Could you insure against that? If from the mains, there will surely be an established price for the easement for laying the pipe. A local land agent would know.

I seem to recall a similar situation which led to the man becoming entitled to a continued free supply. Ask a professional.
possibly not only entitled to a continued supply but also that that supply must be safe, ie regularly tested and treated if necessary, at your expense?

Would try to go half price of mains water, you are gaining and he is still benefiting. If he kicks up a fuss and says you have to supply him then at least you have tried. Or is there anything he can do for you to return favour. He ain't going to be happy as it's something new. If your natural supply is giving more than you and him ever need then maybe 25%to 35% of mains.
