RPA young farmer problems

I submitted a young farmer certificate in 2015 which was accepted but the evidence of me being majority partner was bank account as we didn't have a years books or a formal partnership agreement etc.

this was accepted

every year since I have ticked the "use last years certificate"

they sent back for 2018 claim that the YF certificate was in valid due to this, so I got a new one done. they have paid me missing the YF so I put a complaint form in. response to that has been I didn't have the "new" certificate in before 15 may so its my fault as there's clear guidance stating this.

what can I do now?

I couldn't fill the certificate out with appropriate evidence originally as I didn't have it!
I have sent a new one in to prove im correct.
I had no reason to know that last years certificate would be no good?

any suggestions what to do now?

its a fare chunk this year as I took on new land to claim entitlements as well so ive lost payment and entitlements on that land.

Can't help you sorry but we have claimed last 3 years with son as young farmer. Always accepted our claim with son signing. This year they said son not authorised to sign so authorised him but not got payment yet.
Put an enquiry form.in but not heard yet.

Can't understand why it was accepted before but not now.

they are being jobsworths this year, I mean ive sent what they have asked for just because its after the date, if they asked for it before id have sent it before! its not like its out of their own pocket!

you can claim for 5 years even if not consecutive so dont loose hope you will still have the remaining left to claim, ive been successful for 3 years so far but did get audit this year and had to put more in form.

they are correct that I used a bank statement as "evidence" for my original young farmers certificate, this was because I hadn't been trading a year to have books for accountant to look at, I don't have a partnership agreement (this is deliberate) so what other evidence shows me having more drawings out of the business than my "business partner"

once my original was accepted I thought I had a "valid" young farmer certificate so why would I not use it every year after that?
even more why has it been accepted 15,16,17 then not 18?!?!

yes I am now after the date 15th may but to me its their doing, not mine? im only adding to whats already submitted/ amending it?

any way I shall argue the toss and see where I get.

I hope you are right @Farmer_Joe as it wont be that bad even though I will have lost SFP on 50 acre. <doesn't help that its rented land!
I thought it had to be your first 5 years of farming?

I've received young farmer payment now for 4 years with know problems after filling out a form at the start with my accountant and sending a copy of this each year. Today I have received a letter saying they need more info and if not returned to them by 15th March they will want young farmer payment back for the last 4 years.

You’ve done well, it took I think 6 months to respond to mine and a further year to conclude it !.
we spoke too soon! they rang again today to say they are temporarily closeing the complaint until the info provided 19/feb is processed and will re open the complaint, meanwhile 15th may is comeing quick and my answer alters what I do!
