That's certainly a factor, but not as much as 85% and certainly not the only reason for the improvement.

I am not a fool. I know what you are saying. There have been improvements that have safeguarded the workforce. I don't dispute that.

But I maintain that if we worked to rule the system would grind to a halt.

Some times a risk has to be taken. I have seen it done at the highest level. And it has paid off. I went to Iran. I flew on Russian aircraft that weren't really airworthy and traveled on buses with no brakes, no indicators and no lights. We were driven by drunk drivers and had many collisions. It was a calculated risk. Without such risks there would be no progress, no orders to keep the factories busy. We'd all be sitting at home saying we couldn't do it because of health and safety. We stayed in hotels that were regularly sprayed with bullets and ate from freezers that only worked for half the time but nothing was ever thrown away.

And it gives you a buzz. I made it back alive. I took a risk and I made it back through bandits and dodgy transport.

Faint heart never effed a pig as we say in Lincolnshire.

Nothing to stop you taking risks under UK law - in fact it's encouraged. Risks should be assessed and shown to be as low as is reasonably practicable, but nobody in HSE expects risks to be zero.

Exactly and how do you learn the correct technique and proper maintenance, especially if you're 18 never seen a chain saw before but the boss has just told you to cut up that tree that just fell over.
That's what these courses are for because stuff like that used to happen all the time and people got hurt.

You learn by being taught, and UK employment law is pretty clear on that point.

The post you have quoted was intended to convey that PPE is not a substitute for education.

Ladders aren't legal ?

Working at height regulations state you do a risk assessment and use the most appropriate tool. For a short term job against a house wall or the likes, a ladder is fine. For what’s being done here, I would expect the RA would conclude that stringing the cable before putting the pole up was safer, with the pole lashed to a standard height post that was already there, or one put in at ground level.

The telehandler was more appropriate than a ladder in this case
