Right, I don't even own a mobile phone.

But on foot in a strange town centre, what tech is available.

I was thinking samsung tablet with sim card?

Also what is the best software for navigation.

Depends on the purpose of your trip.
Ahead of time do your homework online or buy/loan a guide book. When there make the tourist tourist office your first stop and ask for a map and advice on whatever it is you want to do/see there.

I’d be inclined to leave the tablet at home unless you need it for some specific reason - bulky to be carrying all day when a paper map and some advice/knowledge beforehand would do the same job.

I think it might be best to check the place out using Google Maps before you go and the use old fashioned paper maps when you are there.
Might be a bit much to be trying to fathom out how to use maps on a device when you are there.
Google Maps is very useful but the old ways weren’t bad either.

Nothing wrong with A to Z's but they can get to be bulky when you have bought hundreds and need to carry them around in boxes in the footwell AND on the front seat.........

Get a phone or tablet some will be smaller than an A to Z. Buying a local SIM might be cheaper.
Loads of apps these days that will translate a conversation as well.
