Compulsory Insurance for Off Roaders?

Err, I have a $20,000,000 Public Liability insurance policy, but no amount of insurance is going to cover you if you intentionally ran over someone . . .
My car insurance won't cover me if I intentionally run over someone on a public road either . . .
Insurance & police investigators aren't idiots.
If you were found guilty of intent, then you're f**ked whatever . . .

The thing to remember is even if it's private land, if a footpath or bridleway or anything else causing the public to have free acess runs across it it becomes a "Public Place"

Same as a supermarket carpark.

Vehicles must be taxed, insured, MOTd and driven by the correct license holder.

Have a Google of Public Place - it's scary.

This has been rumbling on for a few years now it stems from originally the EU , Someone I think an austrian homeowner or someone knocked soma neighbour off a ladder i think he was paralyzed so a very serious issue but it was with a tractor that was maybe a lawnmower and that is where the original complainant was , then the insurers got involved and a argument ensued about why the householders home insurance should cover a motor vehicle and the cost of the paralyzed guy then the EU got involved and and there was some public consultation on it a couple of years ago , basically the insures are all for it as its extra business for them.
I have no idea how or if it was resolved but big issue here at least was off road motor sports competitors in that they as participants are not insured individuals and the consensus was that if they had to be grass root motorsports would become un-affordable as the policy for it would be just un affordable as fellow competitors would be claiming against each other and so on .
I can't see the connect between organised motorsports and general off roading. All organised motor sports require the competitors to sign a "blood chit" and all spectators are advised that they attend these events at their own risk. This is completely different to someone randomly driving around private land. In my opinion it just emphasises how clueless the policy makers are.
