I do believe the NFU are fighting hard behind the scenes on this RPA incompetence.

Knowing first hand what a shambles this all is, I wish them all the luck. I have given up trying to get what’s owed to me from N. E and it’s less stressful to just raise my overdraft each month.

Just out of interest has anyone actually received anything for 2018 yet...either payment on account or the promised loan?

75% of what they thought we were owed, not what I thought... Better than nothing. I have weekly email correspondence with the RPA about them querying this and that - mostly them reading the rule book wrong!

at least they are talking to you I can't get them to reply to me!

The problem with farmers campaigning about late payment as a individual is that if you do they will inspect you and find a problem with your claim and fine your or delay payment by years at worst

Throwing toys out of the pram and publicly shaming them has too much risk
I think there is an element of truth here. I've had 3 inspections in 4 years whereas some farms round here have never been inspected. My first and all subsequent inpections came after I had dared to complain about their pi55 poor performance - coinicidence? I don't think so.

I'm sorry that many farmers are struggling due to delays by NE especially if they have no option but to join these schemes, but personally, since the end of my ELS I have had as little to do with NE or any of their schemes as possible for the very reasons highlighted by this thread. Sadly you just can't rely on them or the RPA so better not get involved with them as far as is possible. Having a big portion of my BP held back for two years, but paid up eventually due to their error was enough to make sure I was never reliant on them again for cashflow.

It doesn't bode well for the new greening and public goods agenda, but again I want as little to do with that as possible. I have also found that ditching the ELS margins, the inane rules, undersown Spring barley etc has made my life ten times easier and more profitable. I don't think the hassle and loss of focus on clean and tidy production was ever worth the paltry £2000 p.a. we received for making our 200 acres quite untidy.

PS. I have seen no decline in wildlife either since leaving the schemes. Zero till has done more than the schemes ever did to help soil life, birds and insects here.
 
I’m trying to fathom out where I’m at with these stewardship payments. I have a few schemes on the go. Had some money in December for some none for others. Had what looks like 75% for one scheme. Not had anything this year yet.

Just spoke to rpa anybody had a email (or letter) about payments apparently we’re getting payed all money due 2015-2018 by end July So another 6 week wait then
No email, but I did just read a post on Facebook (so it must be right!) that they have announced that everyone will be paid in july

Dear Sir or Madam

Defra has confirmed that payments will be made to all agreement holders who are eligible for Countryside Stewardship (CS) and Environmental Stewardship (ES) payments on revenue claims made between 2015 and 2018.

As you’ve not received full payment on one or more CS and ES revenue claims that you made between 2015 and 2018, we will make a manual payment to you as described below. We expect to make this payment to you by the end of July.

Your payment
This payment will be made from Treasury funds. We will pay you an amount equivalent to the current estimated value of all the outstanding CS and ES revenue claims you submitted between 2015 and 2018, minus payments that you’ve already received and any deductions. These are explained in more detail below.

  • If you’ve already received an advance or full payment for any revenue claims made in these years, we will calculate the payment based on the current estimated value of your claims minus the payments that you’ve already received.

  • If you’ve already received a bridging payment for any of your revenue claims, we will calculate the payment based on the current estimated value of your claims minus the bridging payments you’ve already received.

  • If you’ve an outstanding debt, you may not receive an amount equivalent to the full amount that you’ve claimed. The details of the deduction will be shown on the remittance advice.
  • If you’ve already received a CS or ES Financial Support Payment, we will calculate the payment based on the current estimated value of your CS or ES revenue claims minus the Financial Support Payments you’ve already received.
  • If you’ve applied for a CS or ES Financial Support Payment but we haven’t made that payment yet, you will receive a manual payment as detailed in this email instead of a Financial Support Payment.
The payment calculation will be based on the data we have on the day we make the calculations but may not take account of any outstanding queries about your claims.

What happens next?
We will start making payments in July. We will make a single combined payment to you of an amount equivalent to all outstanding CS and ES revenue claims. This will be followed by a single remittance advice detailing the payment.

This means that having made this payment, we will continue to process your claim to completion as soon as possible. Your usual CS or ES payments will be used to reimburse the Treasury for this payment.

If the value of your checked claims is more or less than the amount of this payment we will make a top up payment or recover the difference from you. This recovery will be made either from future CAP payments due to you or, if this is not possible, we will ask you for a repayment of the difference.

What you need to do
You may decide that your preference would be to wait to receive your agreed CS or ES payment once this has been processed. Therefore, if you do not wish to receive a payment in accordance with the terms of this email, please call us within 7 days on 03000 200 301 from the date of this email.

If you do not let us know within 7 days, you will receive this payment.

If you want to receive this payment, you do not need to contact us. If we need more information we will contact you. However, it is important that you check the following details are up to date in the Rural Payments service.
