Says quite clearly in the letter if you don’t fill it out you’ll be most certainly flagged for inspection so think I’ll do it lol... but I read it as I have a month to do it so I’m assuming it will go off what sheep I hold on the day I fill it out?
Far as I know and I don't know much it says what sheep on farm at 1st December. Not opened it yet

I think the owner is supposed to count them, where they are is irrelevant.
Sorry to spoil the fun illusion.

Not sure about that. (See Edit)

That's what I understood.

I’ve sealed it up now but as I recall, if they were here I should count them, not sure the other way round

That's what I understand too.

Friend got into trouble last year as she didn't actually own any sheep grazing her holding, so didn't fill it in or put 0. She was told that for England, the December census requires 'sheep on the holding' as at 01/12 not who owns them. The sheep's owner didn't fill anything in either, as they weren't on his holding.
So they weren't counted by anyone.

Edit.
Have just done ours and it refers to 'Keeper' of sheep, not owner. And gives a list of holding numbers if they are spread around. Now I'm confused too

I've just checked as I've kept a copy of my return for years.
The wording is 'keeper'.
I assume the 'keeper' is the person responsible for the sheep and therefore the one who should have them recorded in their flock register.
You then give details of where you are keeping those sheep.

It doesn't matter if you own them but you must account for the number of sheep you have recorded in YOUR register.
In your friends case, I don't believe they were wrong. The owner should have counted them and made sure the grazing was properly recorded as a movement or a TLA/tCPH unless your friend had put them in their flock register.

Yes. I think you're correct. I've just made the same point, as an Edit.

I will be having similar, with probably 6/700 wintered sheep coming from Wales between the two dates.
So not here on 1st Dec, not there on 1st Jan 🙈

Do you put the wintering sheep in your flock record book? If not, he is still the keeper.
If you do, it's their problem for choosing different dates.

So DEFRA need us to report how many sheep we have as at 1st Dec. Apparently it’s more important to fill it in this year as it may be used to calculate any financial aid to the sheep sector forthcoming in the event of a no-deal.

But at what time on the 1st December do we need to count?

I sold a load of lambs today so my figure at 6am will be different from my figure at 6pm. Any thoughts?
Probably mature ewes will be used to calculate financial aid , if there would be any financial aid that is

The start time is a second after Midnight on 1st Dec.

If you sold lambs after that, you can obviously include them on the census. But as the ewe-lambs have not been put to the tup, they won't count towards your number of breeding sheep.

You could always say they were put to the ram ,,,,,,, some times a ram might not work,😉
