May be. But if you were a landowner with 20 acres alongside the motorway, compulsory purchase or no, your agent would strike a multi £1000's deal with the district valuer. Who pays the bill? The taxpayer.
I'm not anti HGV and fully support the calls for decent facilities, but at the end of the day it comes down to cost.
No different to an other S106 arrangement on planning permission.

New housing estate, the Council get a nice new school or some new road network or something. Or more like a big financial handout into local Govt coffers....

Needs some Central Govt push I think.

I know there was a very large planning app not long gone in here for a very large truck stop, up to 50 trucks with all facilities but the cynic in me thinks it is a rouse to try and get housing in the particular spot as the nimby locals dont want a truck stop.
