Knowing our government, We will probably send them aid in the form of money to help them subsidise this.
Mean while back at home !!??
Exactly and while back at home the luvvies will be patting themselves on their back for supporting those poor starving Indians, while they are tucking into their wanky quinoa and chickpea salad, produced in India and denying some poor starving family......

I have the ability to melt down urea, I wonder if putting say 5kg/ha equivalent of this liquid in as a foliar with sprays could be a good way of getting better N use

Definitely. Urea applied in that fashion is supposed to be 4x more efficiently used (iirc) than when applied as granular.

How did they grow crops before bought in fertiliser ?
According to the 'Statistical Account for Scotland' in 1790, the parish averaged "5 bolls per acre of wheat", which roughly translated is around 740 to 800kg an acre, less 90kg an acre for the next years seed.

This was on a 10 year rotation of 5 years grass followed by wheat, peas, barley fallow and oats. "Turnips do not do well in the parish as the soil can not be made fine enough". Rent was 23 shillings.
