I would definitely get the council involved. I take it a for sale sign will be going up in the near future. I would try and talk to the developer and explain the situation and get him to move the fence back. If he doesn't he might find it difficult to sell the house if there is a dispute going on.
Is this the only way to access the field with the combine? Things will be very difficult if it is.

I tried highways dept, waiting for reply. I have messaged the developer, waiting for reply.
It is the only way into the field.
Apparently the complex is nearly all sold. It's been an interesting development to watch, at the moment they are taking the sewage tank out as it is 2 feet too high.

Contact your Councillor to rattle Highways as well. You pay for him/her to represent you.

Neighbor applied for planning on some barns beside a very narrow road heading to mine.already combine runs on verge both sides as does beet harvester and neighbors quad trac.it’s even worse with big tractors on dual 710 tyres.anyway architect had done plans so hedge to be planted on their verge on very edge of road and seating area behind so they could sit and have meals.the grass verge between building and road is maybe 6 ft at one end and 8 ft at other end 15 metres away.all made worse with telegraph pole 2 ft from edge of road on our side.I object to this on planning and it got kicked out by the council.as mentioned council own a metre from edge of road.

Maybe they don't like him running on the grass verge , it is quite common that people take action to stop this , a local guy cemented cut off railway track into the grass verge
That's not my opinion, just passing on what happens
Know of a couple of cases where people have put boulders or wooden posts and been made to remove them. Your local guy would be in big trouble if a cyclist or similar was injured by the railway track in the verge.

They had to remove them but the railway sleeper wall the other side was left
But the first thing the op needs to do if he's hasn't already is to find out who owns the verge , and think very carefully before he does anything , a neighbor with a grudge can be a living nightmare

How long have you been using the road with a combine harvester? If you have been using it for more than twenty years and the combines have all been of a similar width you will have gained a right by prescription to use the 3 foot verge. That is also assuming he owns the land up to the road which he might not, in which case he will have to remove the fence.

How close to the edge of a road can a developer put a fence?
Barn conversion near me, on a very narrow lane, the developer has put the fence posts 6 inches from the tarmac. I don't think the combine will get through.
The original netting fence was about 3 feet from the road and there is a ditch on the opposite side of the lane.
The fence/wall on the house on the outskirts of the village got removed as it was too close to the road.

Fella down near my parents decided to turn the verge in front of his house into a mini lawn, even hammered in little stakes right at the back of the tarmac to stop people driving on it.

If its wet I often straddle the stakes in the pickup and drive over it just to pass him off.

There is also a new house built on the lane between us who placed some big stones on their drive to stop it being used as a passing place. Oh how I laughed as I accidentally moved them in front of their gate with the loader as I passed 😅

Tracking the 360 down the road often puts paid to those lovingly painted stones people place on their lawn extensions to the tarmac......
And you wonder why farmers get a bad press

Got a house near here right on a junction in the village, have 5 cars between them, have double garage and off road parking for 3 or 4 cars, but normally park cars at side of the road right up to the junction (too much effort to open gates to the drive garage) started leaving cones down the side of the road next to the cars, these cones stop out in the road even when cars not there, it’s forcing hgv’s off the opposite side of the road onto the verge. Every time I go past with tractor I try to move or flatten the cones but they are still there🤬
