Case 4210 PTO won't run

Hi,
I have a case 4210 that has been sitting for a couple of years as we have been restoring it. its only got 1400hrs on it. We fired it up yesterday and noticed the PTO will not turn when its engaged. Anyone got any ideas? We have pulled the priority valve out and started it to let the oil flow through. the lift arms and power steering are working ok and smooth its just the PTO that doesn't seem to work. It is a single speed 540 model.

Now Then...
I know nothing of these tractors.. However, is electrically engaged or a mechanical lever and spool arrangement??
If electrical, have you checked the circuit first??
I assume it'll work on a low pressure pump so little to do with the arms and steering..

on the 4200 series it is mechanical engagement through a piston pushed down using linkages. we have it set to the same as another 4210 and we have also tried just manually pushing the piston up and down with a lever to see if it was wrong aswell

mAke sure the pto speed selector is positively engaging......

found out the solenoid for the diff lock was passing and loosing the pressure back to the pto valve in the MCV as both the diff lock and the pto are supplied from the return line from the power steering
