You're right, but unfortunately there's no benefit in producing 4 x 320kg carcasses if you can only sell one of them.
Until the buyers, processors, and supermarkets realise that smaller carcasses could be the answer it won't work for everyone. Meanwhile, the supply trade are happy to keep...
As I see it, it's more a case of the NT PR/comms department doing their job properly and just following some pretty basic seasonal events (such as spring blossom) then supplying the media with nice consumer friendly press releases.
