    It would generally fall under Permitted Development and therefore you are required to submit an application for Prior Approval. There are some technicalities so it is best to read Part 6 of the GPDO which I have attached.

    Newts can be more difficult as you need to protect the development site so they don't encroach, you need to relocate any within the development boundary before work starts, they may even insist on a watching brief during the works.
