    Your district council is responsible for abandoned vehicles, I'd send them the photos you've shown here and copy to the cabinet member responsible for waste. Think anyone sensible will agree they need to come back and pick the site.

    No, the market is in action. Food for cattle becomes more expensive, so you feed less to cattle and more is available for human consumption.
