Sencorex is highly effective at killing parsnips. Use a mix of emerger 0.3 L/ha + defy 0.3 L/ha on your parsnips, but just beware that you may find this causes some blackening around the edges of your parsnips.
I would go with rows at 32" apart Stuart, as I can see disease being an absolute nightmare to control at 16" rows, the foliage would be very dense and diseases/aphids would go ballistic. I used to plant at 16" inter plant spacings on 28" rows and that worked ok.
