Clearly non of you read the BPS guidance!
The BPS definition of a ‘farmer’
For BPS, a ‘farmer’ is a person, group of people or a business that does at least one of the following on their holding:
produces, rears or grows agricultural products – including harvesting, milking, breeding animals...
When you’ll be paid
Your total annual payment is divided into 4 equal instalments and paid on a quarterly basis. The first quarterly instalment will usually be made in the fourth month after the start date of your SFI agreement.
Unlike other schemes, such as Countryside Stewardship (CS), you do...
What you claim in 2023 will have no bearing on what you will be paid from 2024 to 2027. Payments from 2024 to 2027 will be based on your claims in 2020, 2021 and 2022 divided by 3 (reference amount) and subject to progressive reductions. You wont need to be continuing to farm to receive...
This is the last year of BPS. Going forward you will receive de-linked payments based on your BPS payments between 2020 and 2022. I suggest you read this; https://www.gov.uk/guidance/delinked-payments-replacing-the-basic-payment-scheme
You do not need to be a BPS customer or hold entitlements in order to apply for Countryside Stewardship Capital Grants.

But I thought you said you were 'new'? Say you make your first BPS application in 2021 you need to have started your farming activity in 2016 or later. You can apply for entitlements as a 'new' farmer.
If you are a new farmer or a young farmer (under 40) you can apply for entitlements from the National Reserve. You will be given them free of charge. The claim deadline was 17 May but the late claim deadline is 11 June. You've still got time to apply but you'll get a1% reduction to your payment...
You don't get a top up as a "new" farmer. That's for 'young' farmers and is an additional 25% per entitlement up to a maximum of 90. There is no limit to the number of entitlements you can get. 1 entitlement for each eligible hectare of land you declare minus the number of entitlements you...
If your friend is a completely new entrant to farming, ie they've not been in control of an agricultural business before they can apply for entitlements from the National Reserve (BPS) no need to buy any. Of course it's too late for 2020 but could apply next year.
RPA pushed back application deadlines following pressure from the NFU etc. So far as shortages of staff, all working and non furloughed, just the usual sickness percentages. IT is getting better each year so fingers crossed for a payment in December.
