Its the cover for the wheel angle sensor wiring, dana used to thread the sensor wire inside the axle from under the king pin for protection then bring it out the casting there. Depending on config it might not have one or it might no have much resolution if it was only specced for 4/wd/diff lock...

Great thread, you maybe already have but having traveled a lot in africa, take some photocopies of your passports and keep somewhere if the worst happens you at least have some id and it helps at a consulate.
