Is it easier for you to do an appeal or for me to withdraw the application and let you re apply?

Going to email them this morning when I have decided what I am going to do. Will probably be looking for a planning consultant for the appeal.

As its my second attempt if they refuse it will have to go to appeal. I have already addressed the issues but the planning officer won't accept that their agricultural consultant is wrong.

Planning officer has just emailed me to say they are going to turn down my application for a dwelling on the farm. The bit I can't understand is that he wants me to withdraw my application before he makes it official, why?

My application to rebuild old farm house was turned down, the developers half a mile away was granted. Identical applications except mine was for a modest farm house in the farm yard and theirs was for a mansion.
