I doubt that it would be free, you would have to pay to use “their water”. Either the EA or water company.

On our older JDs, there is an adjuster to alter the speed of oil flow going to the brakes. A couple of years ago we put commercial axles on one of our trailers and had to speed the oil up because it took an age to do anything.
