If it is a rapid drill the actual coulters could be worn especially the sides of the open backed part that lets the seed out.
If it is worn there the discs can sometimes shove mud up inside blocking them.
If they are too close to the bottom of the disc the same can happen.

It's all set up for the model of tractor and when checking the centre mark with a pointer through the drawbar to a marker on the ground it is dead on. Within 1-4mm normally.
It's doing it with no implements on it. No hydraulic fan running to cause any issues with it. It's like it isn't telling the valves to open and correct the steering until far too late.
