Is the belt a proper kevlar mower belt. Ordinary A or B section belts do not work well as clutches. I have a Yanmar diesel ride on I bought second hand which like yours would continue to drive when declutched and shredded belts in no time. Correct Kevlar belt and never been a problem since,

Plough legs can wear the bolt on the leading edge and sit back in the recess if you understand what I mean. Try thrashing the leg forwards to realign the bolt with the hole and try again. Maybe remove the frog and body to reduce the weight to give the hamme more effect.
Cant you make a spacer so as to move the seal on to an unworn part of the shaft or a wider seal which would also move the seal lip along the shaft Few mm?
