I hope you will compare the crust covering a store reducing emissions and the use of covers.
obviously stirring covered lagoons is not easy compared to uncovered crust covered lagoons.
A 60 ft long tank is no problem, assuming it is not a 3m wide dead end, which makes it dependant on depth.
If it were a lagoon then 100m + sq will circulate at a good speed with sufficient water.

We have several customers using our 15ft machines for underground / under slat systems. Our smallest impellor would suit 120hp and drastically cuts mixing times compared to pumps. Impellor mixers also produce a more homogenous mix for pumping and application.

From our practical experience a lack of water causes...
if the hoops sit on the floor I would say-
1 they would be a liability for the liner
2 the crust, when stirred (certainly if using a Mixit!) would either push them all over the place
or stop/hinder the arrival of surrouinding crust.
I always imagined, the liners would be partially removed...
We have three impeller options:
1: 80 - 130hp
2: 130 - 160hp+
3: 200hp + (This will put 250hp on its knees)
As David said, they will take all of the power you have availabe.
Our liner leg can be retrofitted to any of our machines, older frames will require two holes drilling.

you might like to know we have now produced a 200hp impeller to fit on any of our Mixit drive tubes.
we recently delivered a 200hp one with a 2600 Walterscheid PTO and the contractor struggled to reach full rpm with his 230hp tractor.
we dont yet have enough feedback on this new shape HL3...

I can supply you with a stirrer of any length upto 20ft, I cut the tube length to suit you requirements.
most of the underslat stirrers i have supplied have been 15ft.
It sounds as though you have good access so will have no trouble stirring your store from the two most convenient...

the mixit stirrer needs a min size of 80cmsq. the two stage impeller is 62cm diameter. 80 to 200hp!
just the tube, auger and impeller are in the slurry. NO submerged bearings or framework.
