The problem I see here is that the local / national government audits are happening in addition to RT.
The recent OCR roll out is a good example.

With reference to protection from other inspection. You can now register being an assurance scheme member but you can still be inspected. I personally wouldn’t foresee anything changing there.

When I had it running up on blocks 4wd was definitely going in and out, solenoid is working. It’s engaged with that little fork under the plate in middle is it.

No, wheels rotating as you’d expect with it in / out. Solenoid working.
It’s a similar symptom manoeuvring in yard though - although wind up / drag on road in a straight line is more severe than I’d expect with that.
