But many folk go through them when it IS possible to go round. We farmers are terrible for thinking "that's just for lorries, it doesn't apply to me".

And if it doesn't say except for access then it's a strict limit.

Some weight limits are actually set as actual weight, typically on bridges (so he would have been OK) but most are set as GWV: gross vehicle weight. For those it doesn't matter if you are loaded or not.
