Think his boss needs to have a word with himself. The culture is set by those at the top.

(I am assuming that at 22 he's not the boss. Apologies if I'm doing him a disservice. If he is the boss, then he needs to have a word with himself about the safety culture in his organisation.)
He's probably an employee. Wet behind the ears and living the dream.... So he thought

No good penalising the driver too hard, in my view outfits that have such a list of defects should be seized and crushed in their entirety. Would soon put a stop to people even contemplating allowing such outfits on the road.

They describe him as a farmer in the article, had he been an employee I think it would have mentioned it.
My guess, farmers son, daddy's tractor.

Disagree the driver is the one responsible and should be treated as such.
12 month ban seems fairly light for that lot.
However the whole chain should be have some responsibility and be charged, be it the boss, manager, dispatcher or driver.
It might be a bit of a wake up for all the UK employee's reading this that are racing round at 50KPH with your bosses 20 ton triaxle trailer full of wet silage, or full 4000gallon tanker etc.
You're all breaking the law doing it, as are all the farmers/contractors that let/expect their employees to do it. Just one fussy cop away from a ban.
