Did you never drive a tractor at that age or younger? Am pretty sure most of us on here did.

On some of these more modern tractors a 12 yr old would pick up the press button operation a lot sharper than some of the older generation||||||||||||||||||||||||||\

Driving in fields with no licence or private roads is ok,

The old Allis that I drove as a kid had a starting handle. That was a real challenge.

My first tractor driving was in the old fellas Davy Brown 1412. Clutch was heavy but it had hydrashift so once I was moving didn’t need it again until I stopped

With regards to the 12 year old lad, will that traffic offence go on his record for when he does go for his licence?
