Any links to media reports that it would be the tariffs that would be a problem with airbus? The report I found (March 2018) recognised that they wouldn’t be a problem but that customs issues were the worry.

Airbus have been building/assembling planes in China for quite a number of years.

Rolls Royce build jet engines and other highly complex components as opposed to complete aircraft. They are one of the few companies who can do it and are continually at the cutting edge of technology.
