Standard negotiation tactic. Ask for far more than you want. Shock the opposition (you) into moving their expectations. You may have been expecting 2 or 5%; by asking for 20%, they've got you in a position where 10% won't seem so bad...

ETA don't offer 5%, they'll ratchet it up from there. Offer zero, or just say no.

In fact the first thing to do is get them to write to you explaining exactly why they think a 20% increase is justified and not just a figure they have plucked out the air. I imagine it could make interesting reading.
