Agricultural building change of use

Hi all,
Strange question...
We have a former agriculture greenhouse (was used for pheasant farming back in the day) it’s approx 162m2. It hasn’t been used for anything really since apart from general storage, but it has been clad to make it safe.
The surrounding land is now used as a small campsite.
We are looking at change of use to D2 and wondered if you guys thought it’d be PD or require full change of use?

Class R of the GPDO states:
Development consisting of a change of use of a building and any land within its curtilage from a use as an agricultural building to a flexible use falling within Class A1 (shops), Class A2 (financial and professional services), Class A3 (restaurants and cafes), Class B1 (business), Class B8 (storage or distribution), Class C1 (hotels) or Class D2 (assembly and leisure) of the Schedule to the Use Classes Order.

Class R has quite a list of requiremements and permissions and I would encourage you to engage a planning professional to ensure you do comply. My concern would be when the surrounding land was changed to a campsite was the building included in the change of use?

No the agricultural greenhouse was never part of any land change of use, and sits outside of both the house and campsites curtilige.

You say it had been used for general storage in recent times; that would normally scupper your PD conversion as its last use was B8 (Storage) not Agricultural. You may be better going for full planning change of use rather than PD by cite the PD as justification. You may need to do a retrospective change of use from agricultural to B8 to legalise its current use.
