As far as i know that shows the beneficiary of the Agreement? Stand to be corrected though as it might explain why there is a low response to the letters etc! :)

What part? Magic is an inter-govt mapping geographic information database that is open to the public and is run by I think DEFRA. It contains information about the various agricultural, forestry etc land designations and environmental schemes which apply to a particular field or parcel of land. It is completely Independant of the actual land title information which is held by the Land Registry

The CAP link is the publicly accessible record of payments received by farmers and land owners in the U.K. - recorded by payment recipient and their registered postcode.
 
there is a foot path on the land next door. comes to the land im interested in, but does not go over this land it stops there.is this normal. on os map shows halfway
There is no 'normal' really when it comes to footpaths. Best speaking with landowner/neighbour if you can or alternatively footpaths officer at local council...though sometimes that can be a double edged sword.

Its a useful website run by the government & its agencies that gives you lots of details about land, many of which can influence the cost...both up & down!
I would say you need somebody local & with independent knowledge of what it is both worth in terms of value and worth in terms of quality of land.
Whereabouts in this fine island is said land located?

very useful site. how can i check if the receives payments?
once i buy the land can i apply or not? how does it work

@Tropical zoom the map in by town/village etc. Use the menu on the left to overlay layers. If they are receiving payments the area of land will colour in (relative to scheme). Top of the page is an "i" (Information button) then right click on the shaded area and the pop up box appears.
If there isn`t any shading then you are back to square one. (y)
