Job Description
Team/department purpose

The Programme Administration Team is an integral part of the Technical team that supports the KE and Research teams from a professional and business support capacity. This team is key to delivering a range of activities around project contracting, financials (such as accruals, forecasting and activity planning) and project management. In addition the team works with the Technical directorate to develop internal procedures and manage processes to ensure operational efficiency. The team interacts closely with the finance, procurement and legal teams to ensure that the technical directorate is always working within the appropriate parameters and allows for continuity and consistency and cross sector working across the Technical directorate.

Role responsibilities
This role will be responsible for the following areas, supporting the production of any contracts for new projects and where necessary any revisions to contracts whilst ensuring adherence to the AHDB procurement and legal policies, where necessary resolving conflicts arising from failure to comply with these. In addition the quality control of complex contractual, financial and project management information, to meet the requirements of EU Regulations (including audits).

Managing all financial aspects of Dairy Wales projects, ensuring that all projects have signed contracts in place with payment schedules linked to milestones. Raising purchase orders to cover these commitments and authorising invoices in consultation with project managers, in a timely manner. Including an awareness of emerging financial and contractual problems with projects and responding rapidly to these problems and escalate as necessary. Ensuring that as and when required re-phasing of budgets, milestones, and other contractual details are completed accurately. Continuously updating and maintaining all finance and Project Management systems with all relevant project details, finances and contractual information.
Effectively manage monthly and year-end accounts, including completing regular financial accruals and reforecasting of project budgets throughout the year.

Collate evidence, construct and submit project claims to Welsh Government on a quarterly basis.

Provide secretariat for Stakeholder Groups and meetings including the preparation of agendas, reports, and taking minutes. In addition provide administrative assistance to colleagues within the Dairy Wales team.
Monitoring the project pipeline for all tenders, calls, bids and unsolicited proposals. From initial interest through to approval/rejection.

Ensuring the completion of Post Project process once final reports have been received and final invoices submitted, and where relevant a cost benefit analysis has been conducted.

Person specification
Essential

• Degree in finance / accounting or equivalent or AAT qualified / or through experience of the application of specialist techniques and processes.
• Experience of using finance software and databases
• Advanced numeracy and word processing skills (use of MS Word & Excel)
• Accuracy and compliance
• Evidence of Good communication (written and verbal)

Desirable
• Ability to interpret complex contractual documents
• Experience of research project management (AMP or Prince2 qualified desirable)
• Effective communication skills
• Ability to demonstrate Influencing & Negotiating skills
• Minute taking skills

Location: Stoneleigh Park (Some travel to Wales will be required on an adhoc basis).
