Surely if you mix N20 and N8 at 50:50 you'll get N14?! 
Not sure n28 is possible without using AN
certainly stronger than any UAS solution I have ever made
You could mix the two straight liquids you have at the correct proportions to make something weaker though, not in sprayer tank though as it needs time to react and form solution

The strongest you can make using as and urea will be about a 23n 9s, to go stronger you will, as Clive says, have to add an.
You need to create a saturated solution of urea and AS in the SAME tank.
Urea first (let the frost melt) then add AS, in the right proportions (7500L water, 4.75t Urea, 4.9t AS) it makes 13,540L of 23.74% N.
As said above, anything stronger needs a different recipe involving AN.

20% straight urea.
Adding AS solution will just reduce the N concentration.
Edit: if you still have solid urea and you know the amount of AS already in solution, then adapt the recipe I gave above and add the correct weight of urea and extra water to make 23.74% N solution. I haven't tried making it adding the urea AFTER the AS, but it should work (but then again, it might not!).
Try making up a small batch in a bucket.
